We are pleased to announce the Oregon Education Benefits Board (OEBB) has selected ODS as the sole provider of its fee-for-service dental plans.
OEBB background
OEBB was created to provide health benefits for most of Oregon’s school district employees. The Board was created with the signing of Senate Bill 426 in March 2007. As charged by the Senate Bill, the Board has made its top priority to seek high-quality benefit plans to serve OEBB members and their families.
Plan designs
There are eight OEBB dental plan designs. Six of these plans are fee-for-service and two are managed dental plans with co-pays. ODS was selected as the sole insurance carrier for the fee-for-service Premier plans. Willamette Dental and Kaiser were selected as insurance carriers for the two managed dental plans; many school districts already offer a managed option to their employees.
All school districts must offer medical, prescription and dental coverage. Each employee group (school district bargaining unit or administrative group) can offer up to three dental plan options for their employees to choose from. The group also decides whether or not to offer orthodontic benefits. The school employee can then choose the plan that is right for them and/or their family.
ODS and you
We are excited to be providing insurance to OEBB members. Total OEBB membership is expected to be more than 165,000 lives. Members will move from their existing plans into OEBB plans by October 2010, with the majority of members expected to move this fall. Will my patients with OEBB be required to see another dentist?
Employees selecting an ODS plan can continue to see their ODS dentists. All ODS plan designs are Premier plans.
How will providers be reimbursed for seeing OEBB patients? (I heard it was capitated.)
The ODS plans are all Premier plans--the fee allowed will be your approved filed fee.
Who chooses the plan options? Will patients have to select managed care?
The school district employee group chooses the plan offerings. They can chose up to three plan design options and also decide if orthodontics will be included in the plans offered. The school district employee then chooses the plan that is right for them and their family.
What types of plan designs is OEBB offering?
There are eight dental plan designs offered by OEBB. Six of these plans are fee-for-service and two are managed dental plans with copayments. ODS has been selected as the sole insurance carrier for the fee-for-service plans. Three of these plans (plans 1-3) will be Premier incentive plans and three (plans 4-6) will be Premier constant plans.
Will the benefit plans be administered on a calendar-year basis or a plan-year basis?
All benefits, medical, vision, pharmacy and dental will be administered on a “plan year” basis. The Plan year begins October 1st and goes through September 30th.
